Among 347 impressive entries, the design submitted by Ashari Cali of Mulanay, Quezon, stood out, earning the well-deserved 2nd Place and a cash prize of 15,000 pesos.
This contest aimed to conceptualize and design a symbolic gateway that embodies the rich heritage, natural resources, and progressive vision of Bondoc Peninsula. The overwhelming participation demonstrated the deep-rooted creativity of BonPen artists and designers, reinforcing the district’s artistic legacy.
Ashari’s design, which emphasized contextual relevance by showcasing the region’s livelihood and agricultural identity, was highly regarded by the judges and the community. The Municipality of Mulanay conducted a Public Hearing for the Municipal Water Supply and Sanitation Master Plan (MWSSMP) 2024–2030, a comprehensive roadmap that seeks to guarantee universal access to safe water and improved sanitation services by 2030.
The plan was initiated and led by Mr. Ashari Cali, who served as the Lead Focal for the completion of the MWSSMP. In his presentation, Mr. Cali underscored the urgent challenges faced by the municipality, including gaps in water access, water quality concerns, and insufficient sanitation facilities across various communities. These issues have contributed to the prevalence of waterborne diseases such as diarrhea, pneumonia, and dengue fever, affecting public health and community resilience.
Developed in collaboration with local leaders, stakeholders, and technical partners, the plan adopts a Human Rights-Based Approach (HRBA), ensuring that the elements of availability, quality, accessibility, affordability, acceptability, and sustainability are prioritized in every project.
Key highlights presented by Mr. Cali include:
Upgrading and expanding Level III water systems to cover all 28 barangays.
Establishing a Water Treatment Clarifier System in Sitio Agsayan, Barangay Latangan, with a production capacity of 2 million liters per day to serve at least 20,000 residents

General Luna, Quezon Province – The Municipality of General Luna has taken a major step toward building a cleaner and more sustainable future with the completion of its Ecological Solid Waste Management Plan (SWMP) 2022–2031. This comprehensive plan was developed by MAC IT Solutions in close collaboration with the Local Government Unit (LGU) of General Luna, providing a strategic roadmap for addressing waste generation and disposal in the municipality.
The development of the plan was initiated through a formal contract on July 28, 2023, between the LGU of General Luna, represented by Mayor Matt Erwin Florido, and Mr. Ashari Cali of MAC IT Solutions. This partnership laid the groundwork for an effective and standards-compliant SWMP for the municipality.
The General Luna SWMP serves as a crucial document aimed at promoting sustainable waste management practices, protecting the environment, and improving public health. It presents targeted strategies and initiatives that will enable the LGU to manage solid waste effectively while reducing environmental impact over the next decade.
The development of the SWMP followed a rigorous and structured process anchored on the contractual agreement between MAC IT Solutions and the LGU. The technical writer assigned to the project began with an in-depth review of existing documents, reports, and other materials on the municipality’s waste management practices. This comprehensive assessment identified key areas for improvement and informed the strategies laid out in the plan.
Building on the gathered information, the technical writer crafted new technical documents, reports, and supporting materials, ensuring they were clear, concise, and consistent in language and style. Accuracy was a top priority—data and information were verified and cross-checked with relevant authorities, experts, and stakeholders.
To ensure compliance with regulatory standards, the SWMP was organized following the Environmental Management Bureau (EMB) SWMP Guidelines, with logically structured sections, appropriate headings, and clear formatting. Feedback from the LGU was actively sought throughout the process, and necessary revisions were incorporated to align the plan with the municipality’s unique needs and priorities.
The final output was a fully updated Ecological Solid Waste Management Plan that integrated the feedback and recommendations from the DENR-EMB evaluation. The plan features strategies for:
Waste reduction and minimization
Recycling and resource recovery
Composting of biodegradable waste
Proper collection, segregation, and disposal methods
Additionally, MAC IT Solutions provided progress reports documenting the project’s status, including any challenges encountered and how they were addressed.
